EFFECT Photonics, a leading developer of high-performance dense wavelength division multiplexing (DWDM) optical components based on its optical System-on-Chip technology, collaborates with TU Delft researchers and 20 more partners to develop reliable and safe wireless broadband connections using light instead of radio waves.

Superhighway for digital data

Information is the lifeblood of today’s digital society. The amount of data, and the use of that data, has increased exponentially over the last 50 years. However, traditional technologies used to distribute data, from Wi-Fi in our homes to satellite communications, have already reached or will soon be reaching their limit in terms of capacity. There is a growing need for a new and unifying paradigm for wireless connectivity. As part of the FREE consortium, 21 partners have joined forces to develop new solutions that use light instead of radio waves (which is what the 5G network is based on, for example) to create reliable and secure wireless broadband connections.

The consortium will develop the technology that ultimately may enable a ‘network of networks’, in which satellite communications are seamlessly integrated with ground-based networks to provide satellite-to-satellite Network Functions Virtualisation (NFV) and Software Defined Networking (SDN). This simplified integration between terrestrial and satellite networks will open up new opportunities for the Internet of Things (IOT), as well as for more accurate weather forecasting, for example. The consortium anticipates that the huge amount of available bandwidth, the inherent security, the limited latency and license-free operation will result in a 10- to 100-fold increase in wireless connectivity.

Prof. Dr. Henri Werij, Dean of the Faculty of Aerospace Engineering at TU Delft, explains in a video how this technology will allow to securely send and process digital data at high speeds, with low latency.

NASA’s Jet Propulsion Laboratory lists EFFECT Photonics and its powerful monolithically integrated PIC (Photonic Integrated Circuit) DWDM optical transceiver chip, as an example of State-of-Art commercial PIC. Packaging PIC’s for space applications remains a challenge. EFFECT Photonics has specially developed non-hermetic packaging solution, which can be used to replace traditional ”gold-box” packaging solutions. According to NASA optical communications is the future of space communications and the driving force is the requirement for more bandwidth, which is available only using optical solutions such as free-space laser links in both inter-satellite and satellite-to-ground communications.

EFFECT Photonics’ System-on-Chip (SoC)

EFFECT Photonics is the first company in the world to introduce a full optical SoC – combining all the optical elements needed for optical networking onto a single die.

One key application of EFFECT Photonics’ SoC technology is within dense wavelength division multiplexing (DWDM), and this is regarded as an important innovation in optical networks. DWDM is scalable, transparent and enables provision of high-bandwidth services. It is the technology of choice for many networking applications today. By using many different wavelengths of light to route data, these systems are more efficient, flexible, and cost-effective to build, own and operate compared to single-channel, point-to-point links. EINDHOVEN- Over the years, The Netherlands has built up a strong reputation for academic and industrial research in integrated photonics. This started in the 90s with several entities around Twente University working on glass-based optical channels, which later became the basis of the silicon-nitride-based Triplex platform developed by Lionix. Meanwhile, Philips was working on lasers for the first transatlantic optical fibre cables, which later became the basis of the Indium-Phosphide-based technology platform developed at TU (Technical University) Eindhoven. Two companies emerged from this TU Eindhoven photonics cluster: EFFECT Photonics and SMART Photonics. Where SMART Photonics focuses on making photonic chips for a wide range of customers from different application areas, and therefore pursues a foundry business model, EFFECT Photonics focuses instead on developing products purely for the telecommunications market, using external partners for the chip production – the so-called ‘fabless’ semiconductor model.

EFFECT Photonics started as a design house. Since its first venture capital investment in 2015, the company has been set on a course to develop its own products for the fibre-optic telecom market. Its focus is on medium-distance communications; typically this means distances of 10 to 100 km, where existing data links need to be upgraded from, for example, 10 Gb/s today to several hundreds of Gb/s tomorrow, to cope with the increased demand for data bandwidth that is expected from the introduction of 5G networks. Operators do not want to install new fibres, but prefer to use the existing fibre infrastructure more efficiently. EFFECT Photonics products achieve this by sending multiple colours of light through a single fibre, allowing multiple parallel streams of high-speed data to travel through the same network without interfering with each other. Customers do not need to change anything on the fibre itself: they just have to replace some equipment at the start and end of the fibre. Today’s optical chip technology allows the company to deliver this extra functionality without increasing the cost of the optics.

“When we started with EFFECT Photonics , the technology was very much still in its research phase” says Boudewijn Docter, President and co-founder of EFFECT Photonics. “The academics were working on new building blocks all the time, adding novel functions and features and publishing nice results, but not really taking the time to solidify the process and make a stronger, more reproducible baseline. Working on a new project is of course much more exciting! In addition, this is also the kind of work for which the universities can typically get their research funding. So when we started working on making a real product, we found out that first we had to go back to the basics to make sure we could make the fundamental building blocks more reproducible and better optimised for our application. It took us several years to get everything to the level where it needed to be to achieve sufficient performance from all building blocks, while being able to produce things in one process flow.”

Although the optical chip is the core of the transceiver products that EFFECT Photonics makes, the innovation doesn’t stop there. The light still needs to get from the chip into the optical fibre, and the high-speed electrical data signals still need to get in and out of the chip as well. The present challenges in photonics packaging are much greater than in traditional electronics packaging. Not only is the fibre a fragile and sensitive component, but the alignments require sub-micrometre precision and the assembly needs to stay stable over widely varying ranges of temperature and other environmental conditions. “When we initially started this challenge, we first looked at external partners to work with, but in those days there were no specialised optical packing companies out there. There were a few players that could do single laser component packaging, but our chips don’t just need one or two optical fibres; they also need several tens of (high-speed) electrical connections to the chip. The solutions these parties came up with, all evolved from the basic laser package, were way too expensive for our application.” As a result, the company decided to set up shop in the UK where, together with a team of ex-Nortel employees, a packaging and assembly line was created which focused fully on PIC packaging for the telecommunication products. “The space inside an SFP transceiver is about the size of a USB stick. You really need to optimise every aspect to be able to fit everything in, make sure you stay within the power budget, and keep the cost down”, says Docter.

For the last two to three years, EFFECT Photonics has been focusing on getting ready for volume production. A lot of hours have been accumulated in climate chambers, testing the chips and sub-assemblies in high humidity and at high temperature to mimic an accelerated over-life degradation of the devices. “Our products need to be mounted on antennas for mobile data networks. These can be placed in remote locations where temperatures and humidity levels can fluctuate a lot. And if a product fails, it may not be so easy to get a technician out there to replace it, so we want to prevent that at all cost.
“Also, a lot of effort is being put into firmware and software testing. When the products roll off the assembly line, we need to make sure they perform on all channels, under all temperature conditions, and keep working over at least a lifespan of ten years. We need to calibrate and test the devices within 10 to 20 minutes, otherwise the cost of testing becomes too high. At the same time, we need to make sure that the firmware and calibration routines give us high enough yields. Once a customer qualifies our product, they also qualify our firmware version and therefore also the calibration routine. Changing that later on means requalifying the product, with all the strings attached. We can’t just send a software update six months later to fix some ‘stability’ issues.”

The first products are currently being qualified by customers in Europe, the US and Asia. Several field trials are under way, and the company is getting close to beginning to ship in volume. “We’ve had a very long-lasting relation with several of our customers. They have been tracking us since the very beginning, in 2011, and have seen our struggles with this new technology. Fortunately, almost everyone in the telecommunication business has a technical background and therefore understands the challenges and appreciates the time it takes to solve all the issues. This also means that they can see what the future potential is. We can now make tunable 10 Gb/s transceivers with this technology, but that is just the start. We have 25 Gb/s prototypes in the pipeline and have even demonstrated 100 Gb/s in the lab. Sure, there is plenty still to be done, but being able to show our successful transition from academic research into commercial production is a huge milestone!”

Today, the United States is closed to foreign tech talent. Fortunately for those who were considering careers in Silicon Valley, the Dutch Eindhoven Brainport region now offers an appealing alternative option. It is a world-class, high-tech region with exceptional innovative strength, the world’s highest patent density per capita, and above average private R&D expenditure. This technology ecosystem consists of OEMs, SMEs, suppliers, contract manufacturers and knowledge institutes that cooperate closely and have access to physical and fiscal facilities for cost-efficient development. Eindhoven is strategically located in Europe and has the second-largest Dutch airport, along with a highly educated, multi-lingual workforce. What is more, its relatively low cost of living makes it an ideal choice for both business and students.

Recently, the recruitment battle suddenly changed. At the end of June, US President Donald Trump announced that his country would remain closed to foreign talent until at least the end of this year. It means that in the near future Amazon, Google and Apple will be unable or unlikely to hire employees from abroad.
Brainport decided to take advantage of the situation with a new campaign, which was launched in early July. Its messages present Eindhoven as an attractive alternative to working in Silicon Valley, using the slogan: Come to where the magic happens. A special video delivers further one-liners and battle-cries, like “pioneering spirit” and “launch your career in Europe’s most innovative region”.

These events have been a huge disappointment for many students, according to Marietje Schaake, a lecturer at Stanford and a columnist for Dutch newspaper NRC. “Top graduates could often choose between many dream jobs in the US.” Now that American dream is falling apart, European companies must seize the opportunity, she writes in a recent column. According to Schaake, students at Stanford are amongst “the world’s best” and companies should be welcoming them.Currently there are more than 1,000 vacancies for English speakers in the Eindhoven region. Unfortunately, there are not enough people graduating from technical universities in the Netherlands to fill all those positions. As a result, high-tech companies are looking for talent from abroad. The UWV (Dutch unemployment agency), which monitors shortages in the labour market, noticed a slight change in the demand for ICT personnel due to the coronavirus crisis. Now the UWV says it is “receiving signals” that the number of vacancies is picking up again – although official statistics will not be available until this autumn.

Large-scale unemployment in the US
President Trump’s decision to stop issuing certain types of work visa aims to protect the US labour market. At a time when many people are unemployed, you should not fill vacancies with people from outside, he argues.
Unemployment in the US is high due to the impacts of coronavirus. In the last week of June alone, nearly 1.5 million people in the United States claimed unemployment benefits. In June as a whole, an average of over 19 million people received such assistance. At the peak of the pandemic in May, it was even more than 25 million.
Visa categories that will no longer be issued until the end of 2020 include the one for au pairs, trainees and teachers. Another which cannot be applied for at this time is the so-called H-1B visa: the type which large tech companies rely on to bring knowledge into the US. Amazon, Google and Apple applied for most of the H-1B visas last year!
In a response to the American tech website Geekwire, Amazon said it was very disappointed with the President’s “short-sighted decision”. The company believes that hiring international talent actually “strengthens” the US economy. Top executives from Google and Apple also said they were very unhappy with the decision.

Suddenly the game has changed
Marije van der Togt is involved in the Brainport campaign on behalf of Philips. In an interview at nrc.nl she says that from a recent graduate perspective Trump’s decision has had a huge impact. You might have decided to work and study in the US and suddenly the whole situation is different. Making choices for the next five years of your life, or perhaps longer, involves much more than just the company where you will be working. The region is also important.

Theo Reijnen, senior recruiter at EFFECT Photonics, recognises this. The company is a young, dynamic and ambitious international business with an absolute passion for developing cutting-edge photonic technologies. It now has around 140 employees, but is “increasing production”. That means that a lot of new staff are needed. “We make the world’s first integrated photonic product, and employees who have experience within this specialised field are hard to find. The company often searches for suitable employees in other countries”, says Reijnen. “To get the required level of response from candidates who are interested and open to a change, we approach quite a large number of people internationally.”The company has been on the Brainport website since last year. “We wanted to show who we are and make ourselves visible to international talent. We may be small and less famous than the large names, but we are certainly not less attractive as far as the job content is concerned. That’s why we want to present ourselves out there. There’s quite a lot of talent in the US for whom EFFECT Photonics might just be that opportunity of a lifetime.”

On Friday 7 August, EFFECT Photonics, a leading developer of high-performance dense wavelength division multiplexing (DWDM) optical components based on its optical System-on-Chip technology, completed its Series-B funding with an additional 8 million Euro. The investment round, led by independent venture capital fund Innovation Industries, secured continued participation from btov partners, Innovatiefonds Brabant BV, Beek Capital and Optiverder BV, and attracted PhotonDelta as a new partner.

The superiority of EFFECT Photonics’ technologies in the key growth market of integrated photonics has been a major factor in attracting diverse investors who see the unique value of the company and its impact on the industry. According to the company, making photonics applications universally accessible, affordable, and sustainable calls for the development of long-lasting partnerships that promote the sharing of knowledge and experience.

Sophie De Maesschalck, CFO at EFFECT Photonics, comments: “This investment will not only support EFFECT Photonics by accelerating the sales and marketing effort, but will enable further improvement in time-to-market for our range of optical communication products, and in particular those developed for the 5G network.”

Fiber-optic technologies are a thing of the present, yet not accessible to all considering the requirements and complexities of different applications in a wide range of contexts. Making photonics applications universally accessible, affordable, and sustainable requires more than the unwavering commitment and concerted efforts of people in a single entity such as a company or an institution. Such a goal calls for the development of a sustainable ecosystem that promotes knowledge and experience sharing and can have a significant impact on customers, investors, and future applications.

PhotonDelta is a growth accelerator for the integrated photonics industry by providing its partners with funding, network and knowledge. Its European network consists out of chip designers, module companies, foundries, researchers, software developers as well as potential offtakers. As an ecosystem, it aims to accelerate the development and manufacturing of integrated photonics solutions through innovation, reducing time-to-market, and creating economy of scale. EFFECT Photonics is a frontrunner in the photonics industry with an impressive track record of innovation, sharing, collaboration and growth over the last decade. In the UK, the ecosystem has a lot to offer in the area of high-quality precision manufacturing. “That’s one of the key things we bring together in EFFECT Photonics – the hightech from the PhotonDelta network combined with manufacturing experience from the UK,” continues Docter.

As a pioneer of photonic integrated circuit (PIC) technology focusing on telecom applications, EFFECT Photonics spent several years making the technology applicable to volume production. The telecom market was first to adopt the PIC technology, rendering EFFECT Photonics as a promising volume driver of the PhotonDelta ecosystem, and a trailblazer from a technological and business viewpoint. Initiating an open model of collaboration through a network of companies, individuals and institutions is tantamount to revolutionising business practices in the industry. In contrast, competitors abroad appear to be adhering to a more conventional norm of a closed, in-house model rather than a collaborative one. Given current trends and circumstances in the industry, as well as global developments, EFFECT Photonics is confident that this open model is going to prevail going forward within PhotonDelta. This proposition is all the more justifiable in the light of current health hazards, natural disasters and worrisome financial circumstances. Challenging conditions impose a sense of urgency on all stakeholders and intensify the need to pool knowledge and resources. An organic ecosystem – reaching out and maximising opportunities

The photonics ecosystem of the UK in Torbay has been built over the last 50 years and includes several competitors, such as Lumentum and II-VI. A great part of it originated from ITT, JDS-Uniphase and Nortel. Nortel employed 5,500 people in the area for their lead site, within the photonics network, which in turn led to their domination of the 10-Gig market. Today, the Torbay Hi-Tech Cluster provides products and services to a global multi-national community.

After the telecom crash, a lot of the manufacturing was outsourced, but a substantial number of skilled designers of high-tech products for photonics manufacturing stayed on. As a consequence, according to Dr. Paul Rosser, EFFECT Photonics VP of Operations, “there’s locally a strong ecosystem supporting the design and development of high-precision manufacturing equipment, for example things like fiber-align stations, if we look more broadly in the UK then we also do have access to leading Indium- Phosphide fabs as well, and there you could think of Lumentum.” Also, due to a partial link to Nortel, prior to the telecoms crash there was access to a global supply chain which EFFECT Photonics is keen to bring back and push for it to become more European through the Eindhoven initiative.

“We very much help to shape the consortium as it is right now, and all the partners that we work with locally are all members of PhotonDelta,” explains Docter. “So, for example we work with SMART Photonics, which is also a founding partner, as well as knowledge institutes like the TU/E where we do some collaborative research projects.” He points out that apart from sharing knowledge and experience in telecom and other application fields, funding is a major requirement for effective application and successful business development. “PhotonDelta has already made significant funding available for direct loans to partners of the ecosystem and R&D projects.” Docter adds, further reinforcing the pioneering yet pragmatic and sustainable mindset of the ecosystem.
